Reporting System for Further Education; Adult Education Survey

Research Question

The Reporting System for Further Education and the Adult Education Survey ask for further and continued training. Topic of the surveys is lifelong learning.

Question items are among others educational achievements and occupational status, general and professional training, formal and informal learning.

Until 2007 the Reporting System for Further Education offered information on courses for further training and education of German adults. Since 2007 this reporting is carried out as part of the international Adult Education Survey (AES). In order to adjust the two concepts a ‚double‘ survey was conducted in 2007 (BSW-AES 2007). This way the continuation of the trend was guaranteed.

The master questionnaire was developed in English and translated afterwards.

Test Period

The surveys for the Report System for Further Education were conducted in 1979 (BSW I), 1988 (BSW IV), 1991(BSW V), 1995 (BSW VI), 1998 (BSW VII), 2001 (BSW VIII) und 2004 (BSW IX).

The data from the 1982 (BSW II) and 1985 (BSW III) surveys are not available.

The data of the Adult Education Survey (AES) were collected in 2007, 2010 (only Germany) and 2012.

Test Area and International Link

The surveys of the Reporting System Further Education were conducted in Germany.

The Adult Education Surveys are conducted every five years as part of the European Statistics on lifelong learning. The AES 2010 was only done in Germany to keep up the three year interval of the Reporting System Further Education.

Population / Sample

All German-speaking persons in private households between the ages of 18/19 and 64 years / Multi stage stratified random sample. Disproportional sample for East and West Germany since 1991.

In 2007: Persons between the ages of 19 to 64 years / Multi stage stratified random sample following ADM standard (ADM = Working Group of German Market Research Institutes). Further information on the ADM sampling procedure can be found here.

Since 2010: Individuals in private households between the ages of 16 to 64 years. The international guidelines online comprises individuals between the ages of 25 and 64 years in private households.

AES 2010 - Germany: n= 7,074 und AES 2012 - Germany: n= 7,099

Until 2000: Face-to-face interviews with standardized questionnaire
Since 2003: Computer Assisted Personal Interview (CAPI) with standardized questionnaire
